The tariff, with its notes where they belong

Classification questions are settled in the notes, but the notes ship as separate documents. Here they are attached:

• Lines by chapter or by number. Type 6403.51.30 or browse chapter by chapter.
• Chapter notes and General Notes linked in place, so the rule that decides the line is one tap from the line it decides. GN 11 for USMCA work is right there.
• The GRIs as a first-class page, not a preface nobody reads.
• Edition honesty. The reader names the notes release and the lines revision it serves, separately, because they move separately.
