The goods release on the entry, CBP Form 3461, the 7501 with estimated duties, follows within 10 working days after the time of entry. 19 CFR 142.3 and 19 CFR 142.12(b) set that up. Release happens first, paperwork happens second.

A live entry collapses the two steps into one. The entry summary with estimated duties attached is filed up front and serves as both the entry and the entry summary, and the merchandise does not release until that whole package, money included, is in and accepted. 19 CFR 142.12(a) is the voluntary version, and 19 CFR 141.68(b) sets the time of entry for it.

everything that could have been fixed in the 10 days after release now has to be right before release. A rejected summary or a payment problem holds the cargo itself instead of being a paperwork chore while the goods are already moving.
