A. Bulk merchandise that weighs 3 tons, of a total of 6 tons.
B. A half of a bale that weighs 500 lbs.
C. One fourth of a cask out of ten casks that each weigh one-half ton.
D. One and three-quarters boxes out of twenty boxes that each weigh 1000 lbs.

Where I got stuck: Am I reading the regulation wrong? Its states bulk merchandise must be less than 1 ton?

Youre not reading it wrong, its just worded backwards. It says merchandise shall not be withdrawn in quantities less than 1 ton, so a ton is the minimum not the max. You cant pull out less than a ton of bulk, unless the whole shipment is under a ton, then you have to take all of it, thats the whichever is smaller part.
Packages work the same way, you have to take whole ones. Thats why B, C and D are wrong, half a bale, a quarter of a cask and 1.75 boxes all break a package open no matter what they weigh. A is the only one thats a full ton or more of bulk.
