CBP Form 7512 30 day clock question

Container sitting at the terminal 9 days waiting on a chassis. In bond was filed and approved before the ship got in. My guy says the 30 days started when the ship arrived, not when the box moves. Is that right.

If so that is 9 days gone for nothing. Anybody ever actually get the extension or is it a waste of a letter.

Yes, gone. The clock does not care whether the box is moving.

Couple of things from the same paragraph. Barge is 60 days, not 30, and it counts if any part of the move is by barge. And 18.1(i)(3) lets CBP or another agency shorten it below 30. They tell you on the movement authorization, so read it.

The extension is 18.1(i)(2). Written request to the port director at the destination port, not the origin. It is discretionary, and the examples the reg gives are major transportation network disruptions, natural disasters, emergencies beyond your control. Waiting on a chassis is a weak ask next to that list.

The clock people actually miss is the other one. 18.1(j): arrival has to be reported within two business days of any portion arriving at destination, with the FIRMS code. Goods can make it in 12 days and still go wrong because nobody closed the in-bond. The reg calls that an irregular delivery.

Figured as much. Never asked for an extension in 15 years and sounds like i should keep it that way. The two day arrival report is the one my guy misses, not the 30. Appreciate it.
